Lv 10 Plain Soon for OutPost

As you know soon with the new water dragon egg we will be able to start an outpost (another city)
For this you will need a Plain
You can now hold them in your wildernesses NOW! So I would take your pick wile you can.
I have taken a Level 10 plain
This is what you have to deal with to get one.

Will we need a level 10 plain to start a new city? I'm not quite at the stage of looking for an egg yet, but hopefully will be soon. But I like to have all the facts before I start on a mission!
